Historical Commission - June 3, 2026

Okay, this meeting of the Westport Historical Commission is now open. Uh voting members present are Caroline Bolter, William Kendall, myself, Garrett Stuck, Robert Chi, Ward Mooney, and Mark Thompson is an alternate and he is substituting for Timothy Bryant who is not here. We are expecting uh Katrina Strozic um to arrive in about five minutes. Here she is.

Okay. First item of business, minutes of the meeting of May 13, 2026.

So, I had um I had some comments which which I've already given to Maria. Um I can just run through them there. There a couple of typos in names in the in the first paragraph.

Um Katrina has I mean Maria has those now. Um third paragraph change the word accessed to accessible.

Um so four five fifth paragraph um second to last line uh change as it to just it it was rescheduled due to Passover beginning on April 1st.

Okay, moving on page three.

Just a little bit of rewarding under item two, 1912 Main Road. one, two, three, four, five, six sentences in uh I changed to six lines in rather. I changed the sentence to um the sentence that starts the installation of I changed it to he proposed to install a ghost window and then delete the rest of the sentence.

Um page four.

Um so this was about the um uh kit kitwise made a presentation um about how and tall and there were two parts of that presentation and I think they got jumbled together a little bit so I just wanted to clarify that. So if you go down the page there's there's a single sentence paragraph GS agreed that the building would look nicer with the windite.

Um, and so on.

Next sentence is Mr. Wise asked that his request to install a ghost window be withdrawn.

That sentence actually comes from paragraph on page five. It's the first sentence basically and and then the rest of that paragraph um which rest of it says he further noted that um so I I said Mr.

wise changed the topic to the previously approved plan for a new entryway to Howland Hall.

Um and then basically the rest of that paragraph is the same as the one that's two four five paragraphs there. Okay. Um bottom of page four um second to last line. GS agreed and said that it reduces the impact and could be approved not would be approved.

And then the um link for the video of the meeting is incorrect. I think that link points to the previous meeting. So I've given Maria the correct link.

Um so current balances for the um for our accounts general expense account we have uh $137.76 uh which is pretty good seeing that this is close to the end of the fiscal year.

And I think a big part of that is that we changed our advertising strategy.

Yes we did. Instead of advertising um taking out a separate ad for each um for notice of each property, we actually combine those into a single brilliant.

So, you know, 53 main road, 68 Main Road, blah blah blah. And uh and so that's just a fair bit of money from our rather minuscule budget. Um town farm expense account has zero in it. Uh WHC trust account has $22,54.35.

Town Farm Trust $31,7608.

And the Wolfpit School Trust $9,29412.

If not, I have one question. The uh town uh just approved our budget for next year. Do does that go into this report in July when the year passes?

Well, I mean the July report would probably be a year- end report, but I could I could also report on those.

Next item of business. Applications for certificate of appropriateness 2015 Main Road Robert Brona Construct Pool Complex in Pergola continued from the May 13, 2026 meeting. Uh the applicant has requested a continuence to the WHC meeting on July 1st, 2026 at 6 p.m. in the town hall annex. Uh and I'll just read into the record the applicant's request. Um, so, um, this is from a continuence

request form that they submitted. Uh, I hereby request that the public hearing for my application at the February 5th, 2026 meeting of the Westport Historical Commission. Uh, that was the first date that the application was considered um, be continued to the regularly scheduled hearing of the commission on July. Uh, they didn't put in the date, but it says on July 2026. Any additional documents

requested by the WHC will be submitted to the WHC mailbox in the town hall by June 27th, 2026.

I hereby agree that the time period for consideration of the application is extended to 45 days after the date of the continuation hearing established above uh signed by Shaun Leech um who is the representative of Robert Brona, the owner uh dated 528 2026.

Um, so, um, I'd like to have a vote to to approve the continuence.

Can I just make a a note about that? He would be delivering new materials by Friday the 26th of June.

27th.

Uh, he put 27th in 27th is a Saturday.

Yeah. In in in this letter, I mean, we could get back to him. I mean, we could approve. Um, he should give us a week. I mean, it would be good if he gives us the 24th, June 24th as the date that we would get his new materials just so we have a week.

Did you I sent the pictures around to everybody on my computer if anybody wants to see it again.

Okay. So, um Deborah and I discussed it and and approved that um using our power to do so.

So, our certificate was granted in between meetings and they already have it at the building department, right? So, we're we're reporting on that tonight. Uh there were some other requests. There was a request that came in um on Monday from 21 Valentine Lane, uh Caroline Cristiano, and they are interested in replacing um some rotted wood trim on the rake boards and around some windows. And they've provided

some pictures.

This just got sent to everybody today by email, so you may not have seen it yet.

And did they specify the material?

Yeah, ASAC.

Bill, I'm here too.

Okay. Oh, I'm sorry.

So, they say replacing wood brake boards that have rotted, deteriorated, uh, with a PVC AAC board of same dimension color like for like white. Remove and install new PVC white head casings on second floor windows. All peeling rotten like for like will be painted white after installation.

They'll be painted.

So, um this just this came came in recently. So, Deborah and I have not granted this. So, we we can discuss it here if anybody wants to comment on this. But I don't think there's any problem with it.

Yeah. I mean, it seems like a pretty straightforward like for like I don't know change of materials, but it's something that we've been improving.

And she's they're using ASAC, but they're also painting it. Some people don't paint it and then you end up with nails or fastener holes and edges and all that.

And I I specified that would have to be painted.

Um Okay. Uh so what do we take about um Well, let's have a motion. I move that we approve the certificate of non-applicability for 21 Valentine Lane for the repairs.

Should we just not um have some sort of a uh information on the ASAC issue? It seems like it keeps coming up and um it's unnecessary if they repeat exactly as the wood product was uh in the form and color so forth.

Yeah, we should probably add that to our I mean there a couple things. There's AAC. There's also fiberglass cutters which which we've been improving. So yeah, it would be good to to update those.

update them where on the website or what are we talking about updating?

So, so we have we have guidelines and then we have rules and writings. I think that's probably in the guidelines.

Um there's that other material too that's made of rice that I can't remember the name of it, but that's also a good sustainable material, paintable.

Something called Aora, which something I can find cuz I I have a country.

Aora. Yes, that's very good.

Yeah. So, it' be good to get all those materials listed, but there are other Well, there's other wood materials. So, so we don't have what we're concerned with is a plastic material, uh, new artificial material replacing wood.

So, we have approved that, but we want it to be applied like for like and also properly.

And painted.

Yes.

Painted. there's a an issue with it. Um that if we're going to approve it, generally uh the material is made with a u a cover a coating so that it will not take on stains and other things like that. Once you u sand that off or take a piece of it off, it turns dark. So if it's going to be shaped, which u many uh trim pieces are, and which ASAC can be,

um it needs to be coated such that it doesn't turn dark after a certain period of time.

This is the ASAC you're talking about or which a core all of the ones that I we have used uh have that issue.

Have that issue.

All the PVC materials.

Yeah.

Yeah. Well, that's because it's a it's a cellular PVC. So, it has a a different core than on the face. And so, if that's got getting primed in another coat of paint, it would Is that what you mean?

Yeah. That it comes down.

That's why we'd have to That's why we have to specify it has to be painted.

Otherwise, it'll get dark and moldy and everything else, right?

Yeah. And it also I mean the the plastic has a sheen that I mean if it's not painted it doesn't really look very much like wood.

Yeah.

Yeah. It looks like plastic shiny.

Um but yes, we could we we could look into updating our guidelines for that.

We have this general project that that we've started and had a few conversations about that that could be part of that project.

We had a call that came in from someone on Valentine Lane, but he did not follow up with an application. So I assume we'll get one for a repair of a gutter, but he didn't specify it was going to be fiberglass or replace the existing. So I his name is John Long and Bill referred him to me but um I wasn't able to reach him and he doesn't have an application yet. So it'll be

taken up at the next meeting or in between meetings.

Yeah. And I I also talked to some people um who probably will they'll they'll apply.

Uh preliminary reviews there are none.

Ah yeah. Okay. So yeah uh no no preliminary reviews. Uh so we're on to uh general business monitors reports.

I have to see that's Katrina and I are working on updating the new monitors report. So you'll be hearing from us in July with a whole list of ones that we're going to take off are in progress.

Uh, next item, report on partial demolition of barn at 253 Adamsville Road. Um, so there's a there's a barn at 253 Adamsville Road. The the property, the address is is on the historical inventory.

And, uh, last February uh, Bill and I went out there to look at this barn. And um I forget if did they call us or or did the people they called you and they called me?

Yeah.

Um and we met with one person as a representative of the art.

Yeah, there were two two people there.

Um and uh and we took a look at at at the barn. So So there's a a historic part of the barn uh that's towards the front and then there's a um a newer part of the barn that's toward the back. And uh I think Bill and I both felt that the historic barn was was definitely worth saving. So So the the reason for this meeting, I think, was that they were thinking about demolishing

the whole thing, this the structure and and so um you know, we were there to kind of take a look at it.

They asked us just to look at it and what our opinion was, right? uh and and Garrett took some photographs and uh it is of I mean well we have to make a determination but right now it's we don't exactly know what what the condition or anything like that.

So they already took down the back part where the milking barn was now gone.

Yeah. So let me let me um finish the report and then we can Sure. Y yeah. So, um, so that was back in February of 2025 and and, uh, I thought they were going to, um, bring a a an application before us, uh, immediately, but, but we didn't basically didn't hear anything until recently when we heard that, uh, that the building department had granted a permit to demolish the the

rear, more modern part of of the barn, and that in fact, it had already been demolished. Uh that was a mistake. The building department should not have issued that permit without contacting us. Um fortunately the the historic part of the barn uh was not demolished. Um but uh as of this week there now is an application with the building department to demolish that historic part of the

barn. Um so we we communicate with the building department in part through this application called permodize uh which requires us to requires us and various other commissions to sign off before building permit is issued.

Um and so I have uh annotated um that um through perman I've annotated that entry and said this is not approved and uh they would need to come before the historical commission uh for a demolition permit.

Uh and just a reminder um for something that's outside of the historic district, the only thing we can do is is delay demolition by a year if we decide that it's What did you say? We can only delay demolition up to a year.

That's correct. Yeah.

Um so anyway, that that's where that's where 253 stands and uh I will be in in further contact with the building department to make sure that that uh the rules follow basically, right? We don't know based on what they've already demolished what condition the barn is now in because that might have been a structural wall back there that is now removed. Yeah, there was in fact there there was in fact a structural

element that had been removed from the original uh historic barn and replaced by by some more modern thing when this back part of the barn was built. And that was one of the concerns that Bill and I had when we looked at that barn.

Um so anyway, that's that's the situation. And do we know the the inventory?

I haven't seen the inventory.

Yeah. Now, what is the date of that?

This is a a farmstead with the original um farm building, right?

Which dates where?

I think the farm building is from maybe around 1840. I I it's been a while since I've looked at it. And the and the barn is listed on on that uh inventory listing, but it's not singled out or described, right, as I recall.

Yeah. Right. It looked like it if that if the house is about that period, it would be looks like it was contemporary with that period.

Yeah. Yeah.

From the construction.

So, but it would require a site visit. So, u I think um we have a time limit between when that application is submitted and when we have to make a determination.

Right. Well, they haven't submitted an application to us. So, they haven't yet.

Not to us. They they have to the building department.

They went right to the building department. They bypassed us.

So, there's no clock ticking.

Well, uh Lenny Potter called me and uh just because I guess Ralph told him just to alert us to it and um he knows that we have require a hearing and I told him that and he agre he knows that he's been to our hearings before.

So, I did tell him to apply to us, right?

So, Garrett, it says that the farm is part of the farm coast of New England, a chain of historic coastal villages. Is there anything in addition that has to happen if they're part of that grouping?

I'm not aware of that. No.

Can you send me What's the name of the group that it's part of that promoting it? The farm is part of the farm coast of New England, a chain of historic coastal villages, vineyards and farms along the Atlantic Ocean, the historic Harbor View Farm, you know, and then it goes on to describe the farm. U most of the land is subject to an agricultural preservation restriction.

There's a good description of the farm by Landfest when it was being offered for sale. I guess the current owners own it since this was prepared this uh summary of the property and uh it doesn't say it's member of any particular thing, but that could be just an advertising thing to get people understanding what the rural character is of the area. I don't know if there's an actual organization there. Can we find out?

I'll look it up. Yeah, great.

And we were told that it was going to be used for raising beef cattle, the land that they've acquired.

Yeah. I just don't know what we're allowed to do. If they file a demolition permit and we say no and then they wait a year, then they can demolish it.

They're allowed to de demolish it. We can only delay it. We can't Right. Well, the per the purpose of the demolition delay is to garner just well give people a chance to maybe come up with some other uh solution that involve demolition. So So it it is a it is a business farm Coast New England is a business small group of local businesses um that save farms um preserve the land Is there a date then?

Um, it's a website.

Is there a fund that um they might apply to to help support something that really is outside their particular interests?

Is there any anything that in that one-year period that can be developed uh in support of uh retaining preservation? Yeah, I asked Betty Slate about that whether a community preservation committee could get involved in this and she said it's really not a public property. There's no public use for a private farm. So there's no way CPC could provide any kind of grant money. I mean, if they

want to do a conservation restriction, sure, you know, CPC can do that for open space, but for preserving that building, CPC can't help them with that. So, I don't know how we can, you know, encourage that. We'll try.

If they want to demolish it, we might be.

We've all read, I'm I assume, some of the stats on how many farms this community had. Um, I don't have a time frame and how few remain and at some point the the claim to agricultural history is is basically going to be void.

Right.

Yeah.

Yeah. Well, this I mean this will continue as a farm because it has an agricultural preservation restriction on it unless they pay for the back taxes which they could take it out of that.

It takes an act of the legislature relief to take something out of APR.

Yeah.

Oh, I thought they just had the tax benefits but they could make up the difference. They could it would be a state takes Well, that's interesting.

So, it is preserved at least for open space.

for farming.

Farming. Yeah.

Okay. Well, we'll have to do some research.

Yeah.

Okay. Um, next item I had on the agenda, report on activity at Six Valentine Lane. I I didn't actually get over there. Um, that was a reshingling.

Yes. And so there is something on perman reshingling the roof.

Yeah. This is another situation with Ralph. He left me a phone voicemail and said that he wanted our sign off on this repair and I said, "Well, we don't have an application for CNA."

So, again, we have to tighten up how he's doing permits for people. I mean, it probably is a CA. It's just a reshingling, right? I als I also marked it on permaniz as as not approved not approved by us.

Yeah.

Which all it needs is a CNA and it needs an application in order to deliver one.

So that's another example of not really following procedures.

Yeah. Well, this perodized thing I I don't know how long I mean I I don't know how long the building department has been using it, but but I do know that uh the historical commission has not been part of it until until recently like the last year. So I think you know there's there's a bit of an education process maybe but um but to call me and say you know I just

need your sign off that's not the way it works even if we didn't have permits.

Well is he clear on the fact that anything that comes before us has to be signed off by us.

It's either a CNA or a CA. Each of them has a process. So we even if he knows the roofs are exempt from our review, it's still we still have to look at it and see what's going on.

Right. That's right.

Yeah. But I don't I don't know if he knows that clearly.

We should have a chat so he understands what the process is.

Yeah. I mean c certainly we've discussed it and you know we'll keep discussing it. But what did anything anything that that any architectural change or or modification in in the district requires some kind of certificate and that's what the law I have told member this is goes back so what do we do about six valentine should we ask them to submit an application so we can issue a CNA if we think it should have one just

I think I think this should this should come from the building department so um But I'll I'll I'll talk to Ralph. Uh like I said, I I've tagged it on Permit Eyes. Um so at least somebody over there knows knows about it.

Can I just make a comment about this before we start um with Richard? I want to just make uh acknowledge that Richard is following the rules and yes thank you.

He understood that he had a CA certificate of appropriateness for the various plans that he showed us. when he came to me and said, "I want to change this window or this door." I said, "Well, that's an exterior component that is not part of your original plans. You, it's not something the monitors can just, you know, agree to without this kind of a meeting." And he agreed to come in and

talk to us about his plans. You're doing it exactly the right way. Thank you.

That's great. Yeah. We had a similar thing with your cottage, right? Where the with the cottage you the windows on the cottage where you you came back for another certificate. I'm going to try to make this as simple as possible. This is the uh the new plans right here. And we're going to the door the plans that you had. The door was on that end. We're just switching it over to this side. Be we

moved the fireplace on the inside onto the north side of the house. Everything was switched mainly as a result of what's this face? Is this drift road?

That's that's west. That's in the back the very back.

So it's facing it's facing the sun.

Well the sun. Yes. But uh water it it it faces it faces windward road.

And what had happened was after that we got the design back from the kitchen. Nothing worked in the house. Neither one of us liked it. So, we had to go and and and kind of reboot the whole system. And that then moved from the kitchen into the family room, which is the new addition where the garage is. Uh, and that door would be better off on that side. It's just the

whole flow of the inside of the house in that door.

Richard, this elevation here, is this the existing?

Yeah, that's existing.

That's existing. So, you're going from this to this?

Right. That's what you're looking to do.

And I don't think there's any height change. I think it might be Yeah, it's just it's it's it's window change. It's door change. It's a lot more windows. I mean, I don't remember what the approved one was. I have to look on my The only thing that was changed from the approved one is that door.

This door was on the other side.

That's it.

But it's still the same amount of windows and doors.

It mirrors It mirrors the plan with the exception of that door. So that's why you thought you could just have it signed off because it's a flip of the same deal.

But I wanted to check.

So there's still still five windows.

It's still five windows. Same size, same everything. Nothing's changed except the flip.

That's a different elevation that you talk about. What he's doing here, this elevation.

This is the same as what we approved except when we approved it, this door was here instead of here. But it makes more sense. It's on the garage on the driveway side. That's awesome.

That's the existing. But why does it look different than than this? Is it just he put some shingles in around the windows or that's that's the No, that's the existing that's the originalist.

This is and this is the new. But see how these two windows have this box around them now.

That's it. Just means shingles on that side.

Because I'm confused. I mean, I don't know where this is. This is even.

You'd have to look for it because there's a house between Kate Bile and Yeah, there's an existing house at the corner. You're right. You can you can sort of see if you have to pay attention between the houses. And there's a and I know this doesn't make a difference but there is a road you really can't see inside that side of the house very well from Cape Lane because of the shrubbery

and and everything else in the down property.

So this is not right on Cape Lane.

Yeah. There's another lot. There's another house at the corner and then you're one more exactly after that. So there's a house. Don't worry about the shrubbery. We don't count shrubbery. the house would block it to some window.

So, it's not that common. And you took this picture from somebody's yard then because you that from Cape LA, you wouldn't be able to see that.
