0:58Um for the record, my name is Mark Boucher with CAB Engineering Solutions.
1:05And we're here this evening with a property that I think some of you are familiar with at this point. We've done um several reconfigurations of the property. Um I believe this is likely to be the last. Uh can't guarantee, but I believe it is.
1:21The um the plan we have before you at 512 River Road um is showing the reconfiguration of two lots on this property uh into two new lots. No additional lots being created. There is no change to the frontage for either lot from previous plans.
1:46Um but the house at 512 uh is on approximately 60,000 square feet of of of area with no wetland.
1:58Um the larger house, which shown on this plan is 510, gains its frontage from Rosemary's Way. 512 is getting frontage from River Road. Uh and has more than the required area, approximately 3 and 1/2 acres, uh and more than the required upland, over 30,000 square feet.
2:20Um you'll know that the Oh, notice that um a large portion of what was shown now as Lot 8 uh contained 512 River Road is actually being restricted by the owner um from any further activity in order to maintain the buffer.
2:39Uh the driveway accessing the larger house on the river is uh partly on Lot 9 and partly contained in an easement on Lot 8. Uh it is not a shared driveway.
2:52It's a um exclusive use for the house uh to the east.
2:58Um I would be happy to answer any questions or if people are Are Are you moving a lot line? And if so, could you show us how you're doing that?
3:10It's It's light in this, but the the original lot line came from the same point that's shown dashed on the plan.
3:18It followed down here and it jogged over and around the existing house, came back up in here, which put the riverfront with 512. Now this lot is being cut off down here, and the riverfront area is maintained with what was shown as being Lot 9.

3:40So the the rear parcel that fronts on the river, was that part of Lot 8?
3:48The previous portion?
3:50Yes.
3:51It Well, it was We didn't repeat lot numbers on the plans. It was previously shown, I believe, as lot either six or seven on a previous iteration of the property. And the reason for doing that is basically we follow generally I've always followed the land court method of not reconfiguring lots and reusing lot numbers to avoid mistaken references in conveyancing. So, the waterfront portion
4:30that is now part of lot nine was, in fact, with the previous lot that contains house number 512.
4:43So, in these both both lots are were conforming before and they are conforming again. They just It looks as if they're around the the original existing building. [clears throat] You're actually getting it a little I guess that would be a side yard setback from the deck.

5:19Sure. So, Mr. Boucher's presenting a plan that reconfigures the lot lines of map 87 lot 61 and lot 61B into these parcels identified as eight and nine.
5:31Eight fronts on River Road and then nine fronts on Rosemary's Way, which was endorsed in 2021. And also has been shown on some previous plans dating all the way back to 1965. So, staff finds no issue. They meet the minimum frontage requirements.
5:46They meet the intensity regulations and Rosemary is way and River Road are both sufficient to provide access to the proposed use. So, we recommend endorsement.

5:57Yep. I'll move Mr. Chair to endorse the approval not required plan for Brian and Kristen Malaney case 2646-57A for the reconfiguration of map 87 lot 61 and map 87 lot 61B at 512 River Road because it meets the ANR endorsement requirements under Mass. General Laws chapter 41 section 81B.

6:51So, these edits came in before we had a chance to put the updated HOA into your packet, but I do have a full printed out version here that I'm going to pass along with the signature page. Um this is basically incorporating comments from the June 16th meeting um where you asked that the document to be updated to reflect a transition a transition date when 50% of the lots are sold um to three appointed trustees.
7:14Originally, the HOA document asked for a transition date at 100% of lots sold to one trustee. So, we sent it back to council, they approved the update, and um we just need your signature, we'll send it to the applicant.

8:07Two quick updates on the planner's report to ongoing projects.
8:12The Barrier Beach Management Plans notice of intent was um affirmed on July 7th at the ConCom, so now we're waiting on comments from DEP, Natural Heritage, and other state regulators um in order to incorporate that to get an order of conditions.
8:30And then regarding the Hazard Mitigation Plan, that was approved by FEMA contingent on the Select Board re-approving what they had ratified a couple of months ago. There were couple of updates um that we had to incorporate following FEMA's review, and so the um Select Board has to adopt that plan as amended, and so I'll go to the Select Board on August 3rd for that.
8:59And that's it.

9:08So I've got just three construction um project updates, one for Herring Run Farms 2, which if you'll recall, that's actually an old subdivision from like 2005. They just need to finish the back road. So it's a pretty small lift. Um Derek has a report of gradation and moisture density based on samples he's received. Um both seem to pass. There is a small comment that he's noticed a fail in gradation, so let
9:34me know if if want me to cut sorry, follow up on that. Um but the same the actual material hasn't arrived on site yet, so he will follow up with the moisture density um field test when that's ready.
9:46Um the road's pretty much roughed out and staked out. SW Cole's making pretty frequent visits. It's going to be a gravel driveway. No they they've already built the house and um and other updates they're working on their HOA documentation as well.

10:57The applicant had to remove it um existing impervious surface before the addition of new impervious. So he's just provided us with some updates.
11:05Derek from SW Cole will be providing two reviews for this project. One when um the recharge system is installed and then one to just close out. So we're just working on um a date for the recharge installation to get Derek out there.
11:26And then lastly, this came in on Monday, so I don't have a printout for you, but I have it up here on the screen. This is a Frances Estates update from um July 9th.
11:37So, there's still rough grading on site.
11:39Tracy from NBL needs to witness the basin excavation, so that's going to be the likely next visit. Um we're coordinating that date currently. So, she's just commenting that drainage hasn't really arrived yet, but the road is rough graded.
11:57So, so this is the the retention basin that's right along the entry road?

Uh we have a meeting of the CRC one in a couple of weeks, I think.
