Uh okay. So this meeting of the Westport Historical Commission is now open.

Uh first item of business is the minutes of the meeting of March 31st.

Everyone should have a copy of.

I had uh just one comment under the under item two applications for certificate of non-applicability. I'd like to add a sentence saying what that certificate was for. Um, and so, uh, the work to be done is replace white cedar shingles, replace fascia and rotted window trim.

I think in in general in the minutes we should have, you know, description of the work a certificate is issued.

Are you going to put that into the document?

I can do it.

You'll do that as part of revised. Okay.

Do you want to make a comment about why it was this date because March 31st is misleading that took the place of the April meeting?

Yes. That's actually in the minutes of the previous meeting, right? But I think it should be reiterated.

Because you know when you go to look for each month that's why and and just to remind people it was rescheduled because April 1st was the first night of Passover. I think that's right.

Um, and by the way, I I noticed here in reading these minutes, um, I I wasn't at that meeting, but it said that the meeting minutes from the meeting of March 4th would be reviewed at the May meeting, which we did not do. We did we only had the very quick, right? So, you didn't you didn't review We didn't review any minutes at that very quick meeting.

Um I you'll note on the application that actually marked this as uh certificate of appropriateness or certificate of non-applicability.

Um it the the deck is on the south side of our house. It's definitely not visible from main road. It could be visible very distantly from the harbor.

Um but um I'll give you all the benefit of the doubt and if you want to consider it for applicability that's fine with me. Uh this is an existing deck uh that we want to extend 6 feet. Uh so the new piece of deck will be 6 feet by 15 ft.

Um it'll have a similar similar railing.

Um and uh it's really that simple.

Can you call out the materials too which were not specified in the application?

Uh it it'll it'll have either pressuret treated um uh 1x6 5/4 by six or um composite decking.

Okay. The next item is uh 2015 Main Road Robert Brona Construct Pool Complex in Pergola. Uh this was continued from the March 29th, 2026 meeting. Um and before that I think originally continued from the February 6th February 5th 2026 meeting um they have uh once again requested a continuence to the June 3rd meeting June 3rd 2026.

Um, so I suggest um that if we're so inclined, we vote to approve the continuence and this matter will be put off for another month.

Could we also determine what date he needs to provide materials to us before we Yes.

That would be good. Um, I mean, let's set a date of u a week before the meeting. So, let's see. We're looking at June. It's June 3rd. Um the um we have a calendar May 27th. Seems too close.

That's is that Memorial Day weekend or is that No, the weekend before. So we could review what he sends.

Okay. Um next applications for certificate of non-applicability. Uh there was an application for a um fence at 2050 Main Road. It's the fence uh just to the north of the Pacqu and there's already a fence there and um the owner is going to rebuild the fence.

uh certificate was granted because we don't have jurisdictional offenses.

It was granted on the 6th.

Granted on the 6th, Y and filed. Okay. There's two more that we should note that were issued between meetings. There's Okay.

One that was issued today for Betty Slade at her home for painting and possible replacement of fascia boards.

Just not sure if they will need to be replaced, but we approved that. Same materials, same colors.

You and I discussed this.

Yes. And then this one was right toward the end of the last period. 49 William Hunt issued that as well.

You you worked with him on that.

Did that go into the previous probably didn't go?

We didn't we didn't discuss anything at that. So this is the only one that has to be Okay. So, so yeah, for for the record, um there there was a certificate issued um May 12th, 2026 uh for Betty Slade to um touch up exterior trim, repair, repair and replace facial boards as needed. Uh and then another certificate of non-applicability issued on uh on April 9th, 2026 to William Hunt of 2039 Main Road

for um replacing rotted wood gutter with fiberglass gutter with similar profile and 3-in round downspouts.

So, those are all those have to go into their files. And I don't think I read the address for Betty's house, but it's 2037 Main Road. Betty Slate.

Uh, general business monitors reports.

on the monitor's reports. Katrina and I have a plan if we ever get spring weather again to do a tour around the point and get the monitor's report updated. So, we'll be doing that in the next few weeks.

Hopefully by the June meeting, we'll have a robust monitor's report.

Um other topics? Um the ghost window.

Yes, the ghost window. Um I also just want to note that um at I think it was two meetings ago, we talked about um we did form a subcommittee to talk about possible changes to our our rules. And so you and Mark well Mark and I and Katrina um Mark and I met uh had a very productive meeting. Um, so we've got that started, but it's it's still in process.

Okay. Um, so another item that just uh came to us in the last 24 hours, I think, involves Howland Hall.

Uh, the um what do we call that building? What's the relation of that building to the church? The the community center. It's it's the the Howland Holland Hall Community Holland Community Hall.

Howland Community Hall. Okay.

But it actually came to us as a result of a site visit that was the kickoff of the contractor which I attended with Betty and that's how this happened.

And you attended that?

I attended that as a CPC CPC person representing the historical commission. Right.

And so, um, thank you.

The historical commission has has approved plans for Howland Hall for renovation of Howland Hall. And, um, we're now being presented with a change, a proposed change to those approved plans.

So, that's what this is about.

Go ahead. So, I hope I hope this these small scale drawings are adequate for you to see what we're proposing. Um, you'll recall uh that we're taking the concrete stair off the south side of the building and replacing it with a new addition entry. Um, and presently behind that concrete stair there is not an existing window opening. And, uh, the drawings that I presented did not show a

window there. and it was suggested by the commission that putting a window there would make the whole elevation more symmetrical. Um, and we agreed to do that. Um, and I'm not sure whether I knew it at the time of the meeting, but when I looked at the drawings, I found that um, there's a petition between two offices that come smack in the middle of where that window would go. and we were

prepared and have it in our contract with the contractors to put that window in and relocate the partition so it doesn't hit the window. Um it's going to involve cutting concrete and so forth in the foundation to get the new window in.

And at the site meeting we had with a contractor um last week uh it was suggested that um and I just heard the term and it's a very good term that we put in a ghost window. um uh to um basically obiate the need to move the partition and cut the foundation but still have a symmetrical representation of what might have been a window there. Um and so the the first drawing shows uh the elevation

that you approved and below that uh it shows it's not very clear on the on this small scale but it would be a window frame and sill just attached to the wall filled in with shingles um to represent what might have been a window. Um and I I included the back of the folder a couple of illustrations of these ghost windows. Um, one's up in the head of Westport, the other one's down on Drift

Road. Um, and and it was done many times in in historic houses when they took out windows or even when they wanted a symmetrical facade um and didn't put a window in. They just they just faked it.

Um, so that's what we're proposing to do.

Would the Would the trim around the ghost window match the trim in the other real windows? Yes, it would. Okay. So you have so the window the windows will all have a casing around them and and a sill and we just put the casing and the sill and then infill in the middle with shingles.

And is it different in in color against the shingles? So the Yes. Yes.

So you would actually see the silhouette of a window.

Yes, you would. I think it's it's more well on this.

No mountains, just the edges.

What's of a ghost window?

What's that?

What is the purpose of a ghost window?

To achieve symmetry that the commission seem to want.

I see.

Well, certainly it does affect the appearance of the building to remove that window.

Um, well, there's no existing window right now. This is a big fat I know, but we've approved the design and we've gone through all the discussion of removing the petition, right?

Or or just relocating the petition. And I can see it here on the on the plan that it shows that it is relocated. Um and and it just and what's it's just the cost. Is that what you're saying?

Yeah. It's just saving of the cost and the disruption and um and function on the interior and and function on the interior.

Well, there isn't much of a function change here.

Well, it takes a little it takes a little chunk out of out of the minister's office.

Small little chunk if you Well, if I could just correct this. Um, when we were in the interior, the pastor was saying that they would lose that office because that wall would be removed and then if it was moved to another location, the remaining area would be a very tiny office and not as functional.

Yeah, I'm not sure she entirely understood what we're doing.

So, the wall would be completely taken out or No, no, just just the just a section of it. Just a section of it just to create a little jog again about the size of a closet.

Yeah. Yes. You know, so a little carve out.

That's right.

This this little And you just put a door there. Yeah.

You still feel like you've got the same amount of space in each room. Okay. She thought this was going to disappear.

No.

Okay. And you have But you do have to cut uh concrete here.

Yes. But you see, cutting concrete is possible. Oh, yeah.

And all of these things were possible.

And when we discussed this, we put a a great deal of time into looking at this as the symmetry of the building. And we thought this was an excellent solution as well as the the rest of this design that get presented to us. And I'm just surprised for this amount of cost.

This would be something that um would cause this the structure to lose that symmetry.

Well, the the um the motivation for doing it is not so much cost. We own it in our contract with a contractor. It's all funded. We can afford to do it and it's not going to make a substantial difference to the contract or the cost of the project.

It's really just a question of disruption and having to do work and create a sort of funky little detail in the petition. Um it's more more a matter of matter of convenience than than costsaving.

It just seems that when you do an architectural project, the amount of um disturbance to whatever these rooms, they're large rooms if you notice.

They're not small rooms. uh and um is worth because it's going to be there forever.

I mean, it's something when you do a project like that, it seems the permanence of it justifies a little inconvenience if that's what we're talking about. If it I mean, you say that the cost has been budgeted into the project and so we're only talking about a little small amount of inconvenience. I I just don't see that as a reason.

I I agree with that.

Yeah. Why Why do you need that door there?

U because it's it's it's it's a private office. It's it's the pastor's office. Oh, why do we need the door there?

Yeah. You have a door into the hall, but then you you also had I don't I I just there's an existing door in the petition and I just assume that there was a purpose for that door and the door doesn't make any difference really whether the door is there or not.

Makes it a little fussier, right?

You mean instead of having just a little carved out little, you know, closet without a drawer, like just go across there and down. Do you have a little notch?

You could have a closet.

This may be a subtlety, but um when you do use a goose a goose a ghost uh window, you're actually confirming that you are uh classically trained and feel disciplined enough to actually lay that in. even though it's not doing any good to the uh to the room. So, in a sense, in a subtle way, it is an acknowledgment that symmetry is important, but we're letting it go aside. I mean, it's a as

you travel through a neighborhood and see some of these gestures, they actually can be kind of interesting.

This may not be the place that the interest is really jimmed up, but yeah. Yeah. And I I think I mean usually a ghost window is done to indicate that there was a window there at one time. There was never a window here.

Yeah. I proposed window.

Yeah. I don't I don't know. And looking at old buildings, you see them often enough and and whether they're windows that were taken out. Um but if you're going to take out a window, why why do you bother? Particularly in these two photographs that I show, why do you bother to to to ghost it back in again?

Um uh but I to maintain symmetry.

It's it's it's a suggestion or a nod to its past.

So ju just on on procedural grounds um I don't feel very comfortable I wouldn't feel very comfortable approving this without a a public hearing which would mean it would be another month. Um I mean we agreed to to discuss it tonight and um but but I think it's a pretty major change. Um, you indicated that you had some concerns about your your schedule, your your time.

I I I I don't know about what the how the contractor feel. I know the contractor is chomping at the bit to get going.

And one of the first things they're going to want to do is order the windows, right?

Um, and uh, it would be a shame to order the windows and then have you approve this change, right? Um but if it's that complicated um and that much of an issue uh we can with withdraw the request.

Another uh point is that actually the addition of the window puts two windows into that room and makes it a much better room.

Um, and if you don't need that door, you could bring that petition wall a little further over and you would have a closet that would be entered from this. And what is that room used for? That one room the the one on the uh, as you look at the drawing, the one on the uh, the one where we're dealing with the window. Uh, that room is um I don't actually honestly know what that

room is used for.

It's an office or it's it's an office, a meeting room.

Well, it just makes a better room. If you look at windows, if you put two windows there together, that's better than having one window from a functional standpoint.

Just the feeling of the room. People are putting in windows just for that reason alone.

are cutting holes in walls and putting those windows there.

In this drawing, is this the door swinging against the window?

Uh, yes.

May I ask how old this the actual building subject building is?

How old it is?

Yeah. What What was its original?

Um, it was built I believe in the 1970s or 60s.

the the the community hall.

The church itself is 19th century.

I would guess the 60s.

I arrived in the 76 and it was there.

Well, I mean I I think I agree with Bill that that um it would be nicer to have that window there.

Okay. And and that's we'll we'll we'll withdraw the suggestion. That's fine.

Yeah. And it doesn't it doesn't seem too ownor too ownorous to to um you know stick with the original plan.

No, it's not. It's not.

Um so having answered that question, another thing has come up on the church that I'd like to ask you about. The contractor we were originally going to move the well. The new addition is getting built right at the location of the existing well.

The contractor had the good sense to go to the board of health and ask if would it be all right to leave the well inside the building and the board of health said, "Oh, sure.

That's fine as long as you can access it to service it." Um so in looking at the implication of leaving the um well in its present location and building around it um I had a second look at my plan uh after not looking at it for quite a long time because it's it's a long time since I developed these plans and started pushing things around and discovered that I could actually reduce the extension of the addition

by about 20 in.

And that would actually let me encompass the well inside.

Right now, as a plan is drawn, the well falls right sort of in the middle of the doorway to the to the lift. Um, but if I rejigger things and um carefully consider access to doors and handicaps and clearances to doors and so forth, I find that I can move that face of that um uh extension back 20 in.

And I know there was always concern from the commission about how far that comes out. Um, and uh I wonder what your reaction to our doing that might be.

and there was more discussion of that but again the commission agreed that it would be okay but if I can pull it back 20 in it's 20 inches of concrete I can save and roofing and everything else.

Um and it actually makes a a cleaner plan inside. We're talking about right here where this juts out. It would shut out less here. I mean, that's probably the direction we want it to be in, not going.

So, it would be it would be This is the foundation for the new addition. Pulling this back 20 in makes it less prominent. Yeah.

20 that this piece here, Caroline, that juts out right here.

Yeah.

And again, procedurally, um, how do we approach this?

Yeah. Well, this this I think I would be comfortable, um, I mean, if the commission were willing to approve it, I' I'd be comfortable with that because I think I mean, this is something that we did discuss specifically. I mean, you're reducing the impact of um, of the change you're making. I think that's something that um could be approved without without a public probably nobody would notice.

Looking at it, you probably wouldn't. I mean, you see the same face that was approved and it's a better and I remember Katrina especially had concerns about, you know, the visual impact on the on the church and and this this would that reduces that.

I only I start I only started looking at this this afternoon. Um, and I can't guarantee that we'll we'll do it, but I need to check the drawings and the dimensions and make sure that it really would work and provide us adequate access to the well.

Um, but I think you'd have to give us the corrected drawings and then we Oh, yes, it would.

Not without a hearing, of course, but we could, you know, sign off on that and do, I guess, an amendment to what we had approved to begin with. Yeah, it would be similar similar to changes approved by by monitors.

And if it isn't 20 inches, it could be 10 inches.

I think pulling it back is proven. 20 in works beautifully for a number of reasons.

I think you could issue a certificate of whatever we you know it's a monitor's decision.

Uh good question. I think we mentioned it was you Garrett and originally it was Ward but I think now it's Caroline.

Today I had um the chimney company come and look at the chimney um and look the firebox itself. Uh he said that I was out of code um that I needed a crown and a cap and um on the on the chimney. And he looked around at houses around and some of them had them and some of them didn't and one of them had um two bricks two bricks between

them. He said that's out of code. I said this is a historic district. Anyway, so my question is um I should I bring his um his estimate or what he wants to do before the commission because it is something that you have um oversight.

Is that correct? And is there a do you have a I mean do you allow different kinds of crowns? Do you sometimes not require one or has this come up really?

This has come up. Um, we, you know, I think we tend to discourage shiny things. Um, so, you know, there are some houses that have, um, you know, like a slate cap.

Um, it does it hasn't come up very often.

Um so um, well, we had the one gentleman who rebuilt his entire chimney. That was quite a complicated project and he had to go and get he had to hunt down old bricks to do it. That was a very different This is just putting a cap.

This is just a cap and a crown.

So stone is what's been used. Yeah.

Basically 39 has two two chimneys. One has they're different and is because they closed one. I mean, I I I I can't I don't know what to to tell this person and I don't know what to bring in to you, basically. So, maybe I can talk to someone on the commission about it, what I should be asking this guy to do.

Yes. Yeah. I mean, um, so is is there is is is this a something that will be attached to the top of the chimney? Will it will it just be mortar and and and brick work on the on the chimney? cap.

It'll be a cap above the chimney, you know. Um, and some some houses have it.
