The Westport Historical Commission held its meeting on May 13, 2026, with voting members Caroline Boltzer, Mark Thompson, Deborah Chulfi, Eric Stuck, Ward Mooney, and William Kendall present. The commission began by approving the minutes from their March 31st and March 4th meetings, with amendments made to the March 31st minutes for clarity. The commission then reviewed an application for a certificate of appropriateness for a deck extension at 7 Windward Way, presented by Kitwise. After a brief public hearing and discussion, the commission found the project straightforward and approved it unanimously. Next, they addressed a continued application for a pool complex at 2015 Main Road from Robert Brona. The applicant requested another continuance to the June 3rd, 2026 meeting, which the commission approved, stipulating that all materials must be submitted by May 27th. The commission also noted several certificates of non-applicability that were issued between meetings for properties at 2050 Main Road, 2037 Main Road (Betty Slade), and 2039 Main Road (William Hunt). Under general business, Kitwise presented proposed changes to the previously approved renovation plans for Howland Hall. The first proposal, to replace a real window with a "ghost window" for symmetry, was withdrawn after the commission expressed a preference for the original plan which included a real window. The second proposal, to reduce the new addition's extension by 20 inches to accommodate an existing well and lessen the visual impact, was met with favor. The commission voted to advise the project monitors to approve this change once formal drawings are submitted. The meeting concluded with a resident, Betty Slade, inquiring about adding a cap to her chimney and being advised to apply for a certificate of appropriateness, and a brief discussion about a future presentation on repairing historic wood frames.

Uh okay. So this meeting of the Westport Historical Commission is now open.
0:09Uh first item of business is the minutes of the meeting of March 31st.
0:18Everyone should have a copy of.
0:20I had uh just one comment under the under item two applications for certificate of non-applicability. I'd like to add a sentence saying what that certificate was for. Um, and so, uh, the work to be done is replace white cedar shingles, replace fascia and rotted window trim.
0:44I think in in general in the minutes we should have, you know, description of the work a certificate is issued.
0:53Are you going to put that into the document?
0:57I can do it.
0:58You'll do that as part of revised. Okay.
1:01Sure. Okay.
1:03Okay. Any other comments on the minutes?
1:06Do you want to make a comment about why it was this date because March 31st is misleading that took the place of the April meeting?
1:14Yes. That's actually in the minutes of the previous meeting, right? But I think it should be reiterated.
1:20It could. Yeah, it could be iterated here. Um yeah. So maybe maybe add a paragraph. Um maybe in the second paragraph this this this meeting which was originally scheduled for April 1st um was called to order etc etc. Would that satisfy?
1:45Yeah, I think that's fine. Just so so when we go back and say why do we have two meetings in in March, right?
1:52Because you know when you go to look for each month that's why and and just to remind people it was rescheduled because April 1st was the first night of Passover. I think that's right.
2:04Um, and by the way, I I noticed here in reading these minutes, um, I I wasn't at that meeting, but it said that the meeting minutes from the meeting of March 4th would be reviewed at the May meeting, which we did not do. We did we only had the very quick, right? So, you didn't you didn't review We didn't review any minutes at that very quick meeting.
2:26Okay. So, we So, we actually need to review the March 4th minutes.
2:30That's right.
2:32um which you should all have received a copy of some time ago.
2:36Um I I reviewed them again this evening. I I didn't I don't have any comments. They were perfectly fine to me.
2:44I don't have any comments on them.
2:47Do you want to take attendance before we Thank you.
2:50get underway. It's been so long since I've had uh so I should say that the um voting members present uh Caroline Boltzer, Mark Thompson, Deborah Chulfi, Eric Stuck, Ward Mooney, and Bill Pendle and uh Maria Bronco is our secretary.
3:12Okay. Um Okay. So, let's uh let's let's go back then to the to the March March 31st minutes. That was the first one.
3:23Do I have a motion to approve the minutes as amended?
3:27I move that we approve the March 30 first first minutes as as amended.
3:35As amended.
3:36Is there a second?
3:37Second.
3:38Second.
3:39All in favor?
3:40I I opposed. Motion passes.
3:46Okay. So, um then to the to the March 4th minutes which were not reviewed at the last meeting. Um like I said, I I read them carefully just before the meeting. I I have no comments.
3:58Okay.
4:00I move that we accept the March 4th meeting as written.
4:06Is there a second?
4:07Second.
4:08All in favor?
4:09I I. All opposed. Motion passes.
4:15Okay.
4:20So, on to applications for certificate of appropriateness.
4:25Uh, seven Windward Way deck extension presentation by Kitwise.
4:38Thank you.
4:41It's a larger.
4:42I have full size prints of this proposal.
4:48I just passed those out. You gave those to me already.
4:51Well, we have um this is very intimidating.
5:04Um I you'll note on the application that actually marked this as uh certificate of appropriateness or certificate of non-applicability.
5:14Um it the the deck is on the south side of our house. It's definitely not visible from main road. It could be visible very distantly from the harbor.
5:27Um but um I'll give you all the benefit of the doubt and if you want to consider it for applicability that's fine with me. Uh this is an existing deck uh that we want to extend 6 feet. Uh so the new piece of deck will be 6 feet by 15 ft.
5:44Um it'll have a similar similar railing.
5:47Um and uh it's really that simple.
5:53Can you call out the materials too which were not specified in the application?
5:56Uh it it'll it'll have either pressuret treated um uh 1x6 5/4 by six or um composite decking.
6:09I'm sorry. He's he's talking to me too.
6:12He's he's calling out the materials to put in the record.
6:15Sorry.
6:17Pressure treated decking. Pressure pressure either pressuret treated five quarter by six or composite 5 quarter by six.
6:36Will you will you want did you want to say something?
6:37No, I just did you want to pass this.
6:40They have their own They have Y.
6:59Do we have a photograph of the south elevation?
7:01Uh, yes.
7:04It's on on the on the first page of photographs at the bottom.
7:09There you go.
7:09Oh. Oh, looking north. Sorry.
7:11Looking north. Yes.
7:13Read that a little too quickly.
7:30Okay. So, it seems that the the view from the south that you need you could see it.
7:34You you could you could see it. Yes. If you had a telescope perhaps wouldn't wouldn't look much different.
7:41Have very good eyes.
7:43Yes.
7:46It's the same level as the existing desk from the river. Even if you could see it, it looks exactly the same.
7:52Uh that would be that would be the case.
7:54Yes.
7:55Can you see it from the river?
7:57No. Very good.
7:59I mean, if you stood on your boat and you put a telescope across the river to his house.
8:06Okay.
8:06That's one of the pictures. One of the last pictures.
8:09Thank you.
8:11I don't think pretty straightforward.
8:15Okay. So, um I think we'll we will treat this as a certificate uh of appropriateness.
8:21I knew you would which requires a public hearing. Uh public hearing is now open. Are there any comments from the public?
8:30Hearing none. I close the public public hearing. Uh any comments from commissioners?
8:37Nope.
8:38No.
8:39Seems I think it's very straightforward.
8:41Straightforward. Exactly. Do I hear a motion?
8:45I move to approve the certificate of appropriateness.
8:49I second.
8:51Okay, let's do a roll call vote.
8:54Buler I.
8:56Mark Thompson. I Deborah Gelfie. I stuck. I Ward Mooney. I William Kendall. I motion passes unanimously.
9:03Thank you very much, Kit. I'll do the uh certificate and file it with the town clerk tomorrow morning.
9:10So, I'll email it to you and I'll send it right to the building department.
9:13Thank you.
9:14So, you'll be able to get going.
9:19Can I collect all these things from you guys?
9:28You know, one thing I didn't do.
9:34I'm just I'm just wondering about the the hybrid meeting whether whether Betty, if she had wanted to comment.
9:43Oh, she'd have to put her hand up, right? And you'd see her hands. I mean, that's only if you had yours open, you'd be able to see that.
9:49Well, we'd be able to see it here.
9:52Could she Would it be signaled on her screen as her hand up? I don't know.
9:58Maybe we should ask her to put her hand up.
9:59Betty, can you try raising your hand?
10:03Oh, there you are. She is.
10:04Oh, okay.
10:08Oh, you've raised a hand.
10:10Okay. So, just wanted to test this that um Yep, we see it.
10:18Okay, good. So, we can see if you raise your hand.
10:20Did Did you have any comments on on this uh application?
10:24No.
10:24No. Okay. Thank you.
10:31I need three people to sign one of these um plans so we can make this official.
10:39I'll use a small one.
10:56And do we need monitors, Jarrett?
10:59We need monitors.
11:02I would like to be a monitor.
11:04Well, I'm right in the neighborhood.
11:05I'll be in monitor.
11:08I can be a monitor, too.
11:09Okay.
11:16You need a third. I'll be a monitor.
11:17I think just Thank you very much.
11:32Okay. All good.
11:33Awesome.
11:34Yep.
11:35Okay. The next item is uh 2015 Main Road Robert Brona Construct Pool Complex in Pergola. Uh this was continued from the March 29th, 2026 meeting. Um and before that I think originally continued from the February 6th February 5th 2026 meeting um they have uh once again requested a continuence to the June 3rd meeting June 3rd 2026.
12:06Um, so I suggest um that if we're so inclined, we vote to approve the continuence and this matter will be put off for another month.
12:18Could we also determine what date he needs to provide materials to us before we Yes.
12:24see him again?
12:25That would be good. Um, I mean, let's set a date of u a week before the meeting. So, let's see. We're looking at June. It's June 3rd. Um the um we have a calendar May 27th. Seems too close.
12:43That's is that Memorial Day weekend or is that No, the weekend before. So we could review what he sends.
12:51Quick look.
12:53The week would be the 27 Well, 28th.
12:58May 28th.
13:00Yeah, May 28th is Thursday. Um yeah, if we can maybe say the 27th so we have a few days I can get materials around to people. So the 27th 27th that's a full week before June 3rd.
13:18Okay. So do I hear a motion to continue this matter to the June 3rd meeting?
13:23Motion with materials to be submitted by May 27th.
13:27By May 27th.
13:28Motion to approve. Second.
13:32Okay, let's do a roll call vote.
13:35Oh, Caroline Boulder, I I Mark Thompson I. Right.
13:41Okay. Deborah Chely. I Stuck I.
13:43Ward Mooney. I William Kendall I.
13:45Okay. The motion is approved.
13:47Now, he's not here to sign this. So, should we have him do it by email?
13:54Yeah. I mean, I have a I have a signed letter. Um, okay. So, I can attach it to this and that'll be his signature and you can email him that we approved it.
14:03Um, let's let's send this to him maybe.
14:05All right. I can I can scan it to him and have him sign form.
14:09Okay. Y can I have the copy of the one you have? Okay.
14:13Eric, did he apply for this meeting?
14:17Because it looked like when I read this, it looked like he had applied for this meeting.
14:21Yes, he did. And then we had that very short meeting to put on the record that his continuence was for this meeting, but then he contacted Garrett and said he wasn't ready. So he wanted another continuence without actually appearing.
14:37So we told him we'd take it up.
14:38Do we have any idea what he proposes to?
14:42We can't really discuss that because he's not here. So we'll wait till he shows up.
14:46And and the request for continuence was sent without any comment. So there's no We're in the dark. No new information.
14:52No new information. We'll get it at the next meeting. Hopefully that's done.
14:59Okay. Um next applications for certificate of non-applicability. Uh there was an application for a um fence at 2050 Main Road. It's the fence uh just to the north of the Pacqu and there's already a fence there and um the owner is going to rebuild the fence.
15:20uh certificate was granted because we don't have jurisdictional offenses.
15:25It was granted on the 6th.
15:27Granted on the 6th, Y and filed. Okay. There's two more that we should note that were issued between meetings. There's Okay.
15:34One that was issued today for Betty Slade at her home for painting and possible replacement of fascia boards.
15:41Okay.
15:41Just not sure if they will need to be replaced, but we approved that. Same materials, same colors.
15:47You and I discussed this.
15:48Yes. And then this one was right toward the end of the last period. 49 William Hunt issued that as well.
15:56You you worked with him on that.
15:58Did that go into the previous probably didn't go?
16:01We didn't we didn't discuss anything at that. So this is the only one that has to be Okay. So, so yeah, for for the record, um there there was a certificate issued um May 12th, 2026 uh for Betty Slade to um touch up exterior trim, repair, repair and replace facial boards as needed. Uh and then another certificate of non-applicability issued on uh on April 9th, 2026 to William Hunt of 2039 Main Road
16:33for um replacing rotted wood gutter with fiberglass gutter with similar profile and 3-in round downspouts.
16:45Okay.
16:46So, those are all those have to go into their files. And I don't think I read the address for Betty's house, but it's 2037 Main Road. Betty Slate.
16:57All right, that's all done.
17:00Okay. Um, no preliminary reviews.
17:04Uh, general business monitors reports.
17:11on the monitor's reports. Katrina and I have a plan if we ever get spring weather again to do a tour around the point and get the monitor's report updated. So, we'll be doing that in the next few weeks.
17:24Hopefully by the June meeting, we'll have a robust monitor's report.
17:29Good.
17:31Uh any other monitors reports?
17:35Um other topics? Um the ghost window.
17:41Yes, the ghost window. Um I also just want to note that um at I think it was two meetings ago, we talked about um we did form a subcommittee to talk about possible changes to our our rules. And so you and Mark well Mark and I and Katrina um Mark and I met uh had a very productive meeting. Um, so we've got that started, but it's it's still in process.
18:11Okay. Um, so another item that just uh came to us in the last 24 hours, I think, involves Howland Hall.
18:22Uh, the um what do we call that building? What's the relation of that building to the church? The the community center. It's it's the the Howland Holland Hall Community Holland Community Hall.
18:37Howland Community Hall. Okay.
18:39But it actually came to us as a result of a site visit that was the kickoff of the contractor which I attended with Betty and that's how this happened.
18:48And you attended that?
18:49I attended that as a CPC CPC person representing the historical commission. Right.
18:56And so, um, thank you.
18:58The historical commission has has approved plans for Howland Hall for renovation of Howland Hall. And, um, we're now being presented with a change, a proposed change to those approved plans.
19:16So, that's what this is about.
19:19Go ahead. So, I hope I hope this these small scale drawings are adequate for you to see what we're proposing. Um, you'll recall uh that we're taking the concrete stair off the south side of the building and replacing it with a new addition entry. Um, and presently behind that concrete stair there is not an existing window opening. And, uh, the drawings that I presented did not show a
19:44window there. and it was suggested by the commission that putting a window there would make the whole elevation more symmetrical. Um, and we agreed to do that. Um, and I'm not sure whether I knew it at the time of the meeting, but when I looked at the drawings, I found that um, there's a petition between two offices that come smack in the middle of where that window would go. and we were
20:08prepared and have it in our contract with the contractors to put that window in and relocate the partition so it doesn't hit the window. Um it's going to involve cutting concrete and so forth in the foundation to get the new window in.
20:23And at the site meeting we had with a contractor um last week uh it was suggested that um and I just heard the term and it's a very good term that we put in a ghost window. um uh to um basically obiate the need to move the partition and cut the foundation but still have a symmetrical representation of what might have been a window there. Um and so the the first drawing shows uh the elevation
20:54that you approved and below that uh it shows it's not very clear on the on this small scale but it would be a window frame and sill just attached to the wall filled in with shingles um to represent what might have been a window. Um and I I included the back of the folder a couple of illustrations of these ghost windows. Um, one's up in the head of Westport, the other one's down on Drift
21:19Road. Um, and and it was done many times in in historic houses when they took out windows or even when they wanted a symmetrical facade um and didn't put a window in. They just they just faked it.
21:33Um, so that's what we're proposing to do.
21:39Would the Would the trim around the ghost window match the trim in the other real windows? Yes, it would. Okay. So you have so the window the windows will all have a casing around them and and a sill and we just put the casing and the sill and then infill in the middle with shingles.
21:54And is it different in in color against the shingles? So the Yes. Yes.
21:59So you would actually see the silhouette of a window.
22:02Yes, you would. I think it's it's more well on this.
22:14No mountains, just the edges.
22:16Just just the edges.
22:17Yeah, you go.
22:21Okay.
22:22What's of a ghost window?
22:25What's that?
22:25What is the purpose of a ghost window?
22:29To achieve symmetry that the commission seem to want.
22:33I see.
22:38No.
22:40Well, certainly it does affect the appearance of the building to remove that window.
22:46Um, well, there's no existing window right now. This is a big fat I know, but we've approved the design and we've gone through all the discussion of removing the petition, right?
22:58Or or just relocating the petition. And I can see it here on the on the plan that it shows that it is relocated. Um and and it just and what's it's just the cost. Is that what you're saying?
23:18Yeah. It's just saving of the cost and the disruption and um and function on the interior and and function on the interior.
23:26Well, there isn't much of a function change here.
23:28Well, it takes a little it takes a little chunk out of out of the minister's office.
23:31Small little chunk if you Well, if I could just correct this. Um, when we were in the interior, the pastor was saying that they would lose that office because that wall would be removed and then if it was moved to another location, the remaining area would be a very tiny office and not as functional.
23:49Yeah, I'm not sure she entirely understood what we're doing.
23:55So, the wall would be completely taken out or No, no, just just the just a section of it. Just a section of it just to create a little jog again about the size of a closet.
24:09Yeah. Yes. You know, so a little carve out.
24:12That's right.
24:14This this little And you just put a door there. Yeah.
24:18You still feel like you've got the same amount of space in each room. Okay. She thought this was going to disappear.
24:22No.
24:23Okay. And you have But you do have to cut uh concrete here.
24:28Yes. But you see, cutting concrete is possible. Oh, yeah.
24:33And all of these things were possible.
24:35And when we discussed this, we put a a great deal of time into looking at this as the symmetry of the building. And we thought this was an excellent solution as well as the the rest of this design that get presented to us. And I'm just surprised for this amount of cost.
24:54This would be something that um would cause this the structure to lose that symmetry.
25:01Well, the the um the motivation for doing it is not so much cost. We own it in our contract with a contractor. It's all funded. We can afford to do it and it's not going to make a substantial difference to the contract or the cost of the project.
25:21It's really just a question of disruption and having to do work and create a sort of funky little detail in the petition. Um it's more more a matter of matter of convenience than than costsaving.
25:37It just seems that when you do an architectural project, the amount of um disturbance to whatever these rooms, they're large rooms if you notice.
25:47They're not small rooms. uh and um is worth because it's going to be there forever.
25:55I mean, it's something when you do a project like that, it seems the permanence of it justifies a little inconvenience if that's what we're talking about. If it I mean, you say that the cost has been budgeted into the project and so we're only talking about a little small amount of inconvenience. I I just don't see that as a reason.
26:20I I agree with that.
26:21Yeah. Why Why do you need that door there?
26:24U because it's it's it's it's a private office. It's it's the pastor's office. Oh, why do we need the door there?
26:33Yeah. You have a door into the hall, but then you you also had I don't I I just there's an existing door in the petition and I just assume that there was a purpose for that door and the door doesn't make any difference really whether the door is there or not.
26:49Makes it a little fussier, right?
26:51Makes it a little fussier.
26:52Yeah. Yeah.
26:56You mean instead of having just a little carved out little, you know, closet without a drawer, like just go across there and down. Do you have a little notch?
27:04You could have a closet.
27:06This may be a subtlety, but um when you do use a goose a goose a ghost uh window, you're actually confirming that you are uh classically trained and feel disciplined enough to actually lay that in. even though it's not doing any good to the uh to the room. So, in a sense, in a subtle way, it is an acknowledgment that symmetry is important, but we're letting it go aside. I mean, it's a as
27:39you travel through a neighborhood and see some of these gestures, they actually can be kind of interesting.
27:46This may not be the place that the interest is really jimmed up, but yeah. Yeah. And I I think I mean usually a ghost window is done to indicate that there was a window there at one time. There was never a window here.
28:00Yeah. I proposed window.
28:02Yeah. I don't I don't know. And looking at old buildings, you see them often enough and and whether they're windows that were taken out. Um but if you're going to take out a window, why why do you bother? Particularly in these two photographs that I show, why do you bother to to to ghost it back in again?
28:19Um uh but I to maintain symmetry.
28:25It's it's it's a suggestion or a nod to its past.
28:29So ju just on on procedural grounds um I don't feel very comfortable I wouldn't feel very comfortable approving this without a a public hearing which would mean it would be another month. Um I mean we agreed to to discuss it tonight and um but but I think it's a pretty major change. Um, you indicated that you had some concerns about your your schedule, your your time.
28:56I I I I don't know about what the how the contractor feel. I know the contractor is chomping at the bit to get going.
29:03And one of the first things they're going to want to do is order the windows, right?
29:06Um, and uh, it would be a shame to order the windows and then have you approve this change, right? Um but if it's that complicated um and that much of an issue uh we can with withdraw the request.
29:25Another uh point is that actually the addition of the window puts two windows into that room and makes it a much better room.
29:37Um, and if you don't need that door, you could bring that petition wall a little further over and you would have a closet that would be entered from this. And what is that room used for? That one room the the one on the uh, as you look at the drawing, the one on the uh, the one where we're dealing with the window. Uh, that room is um I don't actually honestly know what that
30:06room is used for.
30:06It's an office or it's it's an office, a meeting room.
30:09Well, it just makes a better room. If you look at windows, if you put two windows there together, that's better than having one window from a functional standpoint.
30:21Just the feeling of the room. People are putting in windows just for that reason alone.
30:28are cutting holes in walls and putting those windows there.
30:35In this drawing, is this the door swinging against the window?
30:40Uh, yes.
30:42May I ask how old this the actual building subject building is?
30:47How old it is?
30:48Yeah. What What was its original?
30:50Um, it was built I believe in the 1970s or 60s.
30:57the the the community hall.
31:01The church itself is 19th century.
31:09I would guess the 60s.
31:11I arrived in the 76 and it was there.
31:14Yeah.
31:18Okay.
31:18Well, I mean I I think I agree with Bill that that um it would be nicer to have that window there.
31:26Okay. And and that's we'll we'll we'll withdraw the suggestion. That's fine.
31:30Yeah. And it doesn't it doesn't seem too ownor too ownorous to to um you know stick with the original plan.
31:37No, it's not. It's not.
31:41Um so having answered that question, another thing has come up on the church that I'd like to ask you about. The contractor we were originally going to move the well. The new addition is getting built right at the location of the existing well.
31:58The contractor had the good sense to go to the board of health and ask if would it be all right to leave the well inside the building and the board of health said, "Oh, sure.
32:09That's fine as long as you can access it to service it." Um so in looking at the implication of leaving the um well in its present location and building around it um I had a second look at my plan uh after not looking at it for quite a long time because it's it's a long time since I developed these plans and started pushing things around and discovered that I could actually reduce the extension of the addition
32:42by about 20 in.
32:44And that would actually let me encompass the well inside.
32:49Right now, as a plan is drawn, the well falls right sort of in the middle of the doorway to the to the lift. Um, but if I rejigger things and um carefully consider access to doors and handicaps and clearances to doors and so forth, I find that I can move that face of that um uh extension back 20 in.
33:18And I know there was always concern from the commission about how far that comes out. Um, and uh I wonder what your reaction to our doing that might be.
33:32Well, I mean I think that did did we approve originally a shorter extension? I I know I know there was this thing where the extension was I think I think in the preliminary um uh in the preliminary review um we had a positive reaction. There was even in the preliminary review there was a considerate a concern about how far that extended out right in in the hearing I showed that it had been extended even further
34:02and there was more discussion of that but again the commission agreed that it would be okay but if I can pull it back 20 in it's 20 inches of concrete I can save and roofing and everything else.
34:16Um and it actually makes a a cleaner plan inside. We're talking about right here where this juts out. It would shut out less here. I mean, that's probably the direction we want it to be in, not going.
34:28So, it would be it would be This is the foundation for the new addition. Pulling this back 20 in makes it less prominent. Yeah.
34:4120 that this piece here, Caroline, that juts out right here.
34:49Yeah.
34:52And again, procedurally, um, how do we approach this?
34:59Yeah. Well, this this I think I would be comfortable, um, I mean, if the commission were willing to approve it, I' I'd be comfortable with that because I think I mean, this is something that we did discuss specifically. I mean, you're reducing the impact of um, of the change you're making. I think that's something that um could be approved without without a public probably nobody would notice.
35:22Looking at it, you probably wouldn't. I mean, you see the same face that was approved and it's a better and I remember Katrina especially had concerns about, you know, the visual impact on the on the church and and this this would that reduces that.
35:39I only I start I only started looking at this this afternoon. Um, and I can't guarantee that we'll we'll do it, but I need to check the drawings and the dimensions and make sure that it really would work and provide us adequate access to the well.
35:55Um, but I think you'd have to give us the corrected drawings and then we Oh, yes, it would.
36:02Not without a hearing, of course, but we could, you know, sign off on that and do, I guess, an amendment to what we had approved to begin with. Yeah, it would be similar similar to changes approved by by monitors.
36:14Yes. Yes.
36:15And if it isn't 20 inches, it could be 10 inches.
36:19I think pulling it back is proven. 20 in works beautifully for a number of reasons.
36:24Well, so Amen.
36:27Great.
36:28Um, Bill, do you have any thoughts about the No, I I think he's not adding on. He's taking off.
36:35And And how about the propriety of us approving this? Um I think that's uh we do do not have to have a public hearing.
36:44I think you could issue a certificate of whatever we you know it's a monitor's decision.
36:49The monitor is I agree with that.
36:53Um who who are the monitors for for this project?
36:56Uh good question. I think we mentioned it was you Garrett and originally it was Ward but I think now it's Caroline.
37:02Caroline and Garrett I believe are the monitors for this.
37:05I've been for a long time anyway.
37:09Okay.
37:10Um, so let me just think for a minute.
37:13So I I suppose we could take a vote to um advise the monitors to approve this this change.
37:21Sure.
37:22Could do that. I feel so advised.
37:26How about you?
37:28Okay. So let's um do I hear a motion to um advise the monitors to uh approve this um approve the change of of moving reducing it by reducing the extension by 20 in.
37:44Yes.
37:45So moved.
37:46So moved.
37:48And I I will I will give you documentation of that if we go ahead and decide to do it.
37:53Okay.
37:54So So it's a preliminary indication of a yes by the monitors. So I move that we advise the monitors to make this approval if it's presented to you.
38:05Okay.
38:08Second.
38:09Okay. We have a second for bill. Um let's do a roll call vote.
38:14Caroline Ber I.
38:15Mark Thompson I.
38:17Deborah Chely. I stock I go I Oh Kendall I. Good. Thank you very much.
38:25Great.
38:25Thanks Kit.
38:32Okay. Would you like your um
39:01Okay. Any other topics? Any other business?
39:09I have none.
39:11I have none.
39:12Okay. Do I hear a motion?
39:13Betty, did she have her hand up? Betty Slate has raised a hand.
39:18Oh, okay. Betty, go ahead.
39:22Today I had um the chimney company come and look at the chimney um and look the firebox itself. Uh he said that I was out of code um that I needed a crown and a cap and um on the on the chimney. And he looked around at houses around and some of them had them and some of them didn't and one of them had um two bricks two bricks between
39:55them. He said that's out of code. I said this is a historic district. Anyway, so my question is um I should I bring his um his estimate or what he wants to do before the commission because it is something that you have um oversight.
40:15Is that correct? And is there a do you have a I mean do you allow different kinds of crowns? Do you sometimes not require one or has this come up really?
40:28This has come up. Um, we, you know, I think we tend to discourage shiny things. Um, so, you know, there are some houses that have, um, you know, like a slate cap.
40:42Um, it does it hasn't come up very often.
40:48Um so um, well, we had the one gentleman who rebuilt his entire chimney. That was quite a complicated project and he had to go and get he had to hunt down old bricks to do it. That was a very different This is just putting a cap.
41:05This is just a cap and a crown.
41:06So stone is what's been used. Yeah.
41:09Basically 39 has two two chimneys. One has they're different and is because they closed one. I mean, I I I I can't I don't know what to to tell this person and I don't know what to bring in to you, basically. So, maybe I can talk to someone on the commission about it, what I should be asking this guy to do.
41:35Yes. Yeah. I mean, um, so is is there is is is this a something that will be attached to the top of the chimney? Will it will it just be mortar and and and brick work on the on the chimney? cap.
41:48It'll be a cap above the chimney, you know. Um, and some some houses have it.
41:55I've never even noticed it before, but some do, some don't.
41:58Yeah.
41:58Some are shiny.
42:00Some are shiny.
42:00Some brick. Two bricks and then a cap.
42:03Right.
42:03So, what is it that you want someone to do in a 1776 house?
42:09It would be a stone cap.
42:12Pardon me. I I can't hearone over there.
42:14Stone or seeing you.
42:17A a stone a stone cap. Betty, a stone cap.
42:22Yeah.
42:24Okay.
42:25Like slate.
42:27Bring that in to the next meeting as a for a certificate of appropriateness.
42:32Yes.
42:33Okay. Thank you.
42:34And the meeting is in June on June 3rd.
42:37So yes.
42:38Yep.
42:39I realize it.
42:40I'll process that.
42:41Okay. Great. Thanks, Betty.
42:46Okay. Okay.
42:48Um, Nathaniel Allen is willing to do a PowerPoint uh presentation on on repairing 18th century and 19th century wood frames in the houses. So that Katrina had talked about getting that all set up in some way. So that's why I talked with them. And so when we get set up with that, I'll I'll ask them to do that.
43:15Yeah. So in the um Val, can you confirm that that in the other room it's easy to do a PowerPoint presentation in the in the annex meeting room?
43:24Uh yes.
43:25Okay.
43:27So um he'll be able to present it on that big screen in the annex.
43:33Yeah. Okay.
43:35Do you want to do that in June or would that be in June or I don't know what his goal is. I just uh sometime in the future ask him that because I we had talked about it at the last meeting. So I just wanted to find out if it was possible, but I don't I don't know when he'd want to do it.
43:50That's great.
43:51I'll find that out. That'd be great.
43:54Good.
43:55Okay.
43:55All right.
43:56Anything else?
43:58Motion to adjurnn.
44:00Seconded.
44:01Second.
44:02All in favor? I I motion carries.
